Regional airlines call for subsidies
In 2011, the State Council announced a policy to provide additional subsidies in the form of fuel tax exemptions and state tax breaks for regional airlines. The policy, which is called the “Chrysler plan,” was announced by National Assembly Member Tawatai Sekoua (PPP). The Council is expected to vote in the summer of 2011 to impose a national subsidy to airlines. The subsidy will be provided in five categories: the cost of fuel for air transport, direct subsidy for aviation, direct subsidy for transportation of goods or services, direct subsidy for fuel used in airports, and indirect subsidy for the cost of the fuel used to transport goods or services.
By allowing the private sector to finance this tax subsidy, Japan’s government would have a far mor바카라사이트e efficient airline industry that could attract investments. Japan’s Ministry of Economy, Trade and Industry (METI) is developing a “Plan 1″, the nation’s largest, comprehensive tax-incentivization program.
In October 2010, METI was set up as a joint agency for the development of new and existing tax incentives for transport businesses. Under this agency, the Ministry has already started its program to issue national and international tax exemptions for small, medium, and big airports. Meticulous attention has been given to tax exemption applications, and the application for tax breaks is expected to rise ten-fold over the next two years.

Japan joined the agreement with other countries in establishing tax-exempt status for aviation services for domestic domestic and international travel.
